RE: equations .5*Ca*I* D and  .5*Ca*I*(D+L) {.3*Ca*I according to the Blue Book)
 
I did assume the D & L loads in the formulas were Strength Design.
The reason I questioned it was they don't seem to require factoring the D + L as per Section 1612.2.1
Do you read it like this also?
